I've taken it apart and examined it 20 times and I am 97% sure I've set it up correctly. I don't even hear the motor running when it's plugged in. Is it just defective or am I doing something wrong? The filter is a hang on back filter, and states that it is appropriate for a 5 to 15 gallon tank. It uses a filter cartridge with a small amount of activated carbon (like most HOB filters).
